Welcome to this Consultation on Fencing on Coniston Fell, Dunnerdale Fell, Seathwaite Fell and Torver High Common

Stephenson's Haw and Caw

We are carrying out a consultation as part of a retrospective application for a deviation from an approved fence line near Raven’s Crag on Coniston Fell, Dunnerdale Fell, Seathwaite Fell and Torver High Common (Lancashire) on behalf of Dunnerdale, Seathwaite and Torver Common Commoners.

A fence across the common to create an exclosure to protect planted trees and shrubs from sheep grazing was consented by the Secretary of State in 2021 (ref: COM/3251944). During the construction of this fence it was realised that in bad weather it could direct livestock over the edge of Stainton Ground Quarry. To avoid this possibility the fence was re-routed around a small knoll, avoiding the quarry edge, and then back to the approved fence line. As a result approximately half the length of the fence does not follow the consented route.

The fence line

The fence is temporary and will be removed after 15 years from the original consent date (2021). The fence has gates to accommodate the rights-of-way it crosses and additional stiles to facilitate free access into and out of the exclosure, which is open access land.

Full details of the locations and lengths of these fences can be found in the five downloadable documents below.

We want to hear your thoughts, comments and opinions on the fencing proposals. If you have any comments please send them in writing on or before the 27th March 2026 to:
